Municipality of Pontiac purchasing speed cameras

The municipality of Pontiac held its monthly council meeting on Oct. 5, addressing several large budget items.

Water membrane

The purchase of a new water membrane for the water treatment plant was approved by council at a cost of $46,463.48.

The membrane filters organic material from the water, which is drawn from the Ottawa River. 

“Having a 10-year lifespan, it has reached its capacity. The more organic material there is in the water, of course, the more the membranes work. Considering that we’ve had two major floods [in 2017 and 2019], it stirs up the water and there is significantly more organic material that goes into the water treatment facility, which means the membranes work harder,” said Mayor Joanne Labadie.

Eighty per cent of the cost will be covered by a Technology grant, according to Labadie.

Speed cameras/radars

Council approved the purchase of six speed cameras/radars to be used on Hwy. 148 for the cost of $19,366. The purchase is part of a Ministry of Transport of Quebec (MTQ) road safety program.

New boards for Luskville Recreational Park skating rink

At a cost of $43,776.73, the purchase of new impermeable boards for the skating rink was approved unanimously by council members.

The boards were damaged and unsafe, according to Labadie who said the boards on the Quyon skating rink had been changed the year before for a comparative price.

“They were made of wood, they were old, and because of the floods, they had deteriorated quite a bit,” she said, “but these will last much longer, they’re made stronger and makes the snow removal easier ”

The Luskville boards didn’t sustain any water damage but were old and worn out, according to Labadie.

An amount of $12,647.25 was approved by all but one of the councillors for awarding the making of the ice base, snow removal and maintenance of the rink. Councillor Scott McDonald opposed the decision.

McDonald said he was pushing for the maintenance of the rink to be done on a volunteer basis which would come at a low cost, considering that the rink lasts approximately two-and-a-half months of the year.

Mayor Labadie said the council wants to ensure a safe, accessible skating rink, saying it was not practical to rely on volunteers as the ice often has to be tended to in the late hours of the night.

Road work

Council has accepted a bid of $75,600.00 (plus applicable taxes) by Pavage Gadbois, for the paving of a 300 metre length of Steele Road. The excavation and structural work will be conducted by the Public Works Department.

The sum of $14,500 (plus applicable taxes) was also approved unanimously for the planning, preparation and supervision of the work done on Steele Road by the firm QDI.

The extra costs of finishing Phase 2 Lot 2 on chemin de la Montagne in the amount of $24,000 (plus applicable taxes). The cost will cover such items as fences, textile membrane, signs, gravel and grass.

The meeting was closed with well-wishes from both council members and members of the public expressing gratitude to the councillors who were not running in the upcoming November elections
