Dog left tied to cinderblock

An investigation is underway to determine how a dog was found in rough shape near a rocky shoreline in Otter Lake.
According to a representative from the Gatineau SPCA, they got a call on May 23 about the dog being found tied to a cinderblock with only about two feet of slack.
It’s unclear how long the dog was there.
The incident went viral when pictures of the dog tied to the concrete block were shared on social media.
The person who made the post, who wants to remain anonymous, said that the dog was brought home and eventually tracked down by the owners.
Instead of simply handing the dog over to the owners, the police and SPCA were called and, when the SPCA arrived, the dog was returned to the owners.

According to Gatineau SPCA communications coordinator Maxime Daigle, the owners were able to prove the dog was theirs.
They also said that the dog had been stolen and that they were not the ones who tied the dog to the block.
The SPCA’s options were limited since there was no evidence the owners tied the dog to the cinderblock.
The responding SPCA officer followed the owners to their home to have a look around.
“They have other dogs and they’re all in great shape,” Daigle said, adding that there are several other types of animals at the residence and all seem to be healthy.
Both the police and the Gatineau SPCA are investigating.
The Sûreté du Québec is investigating whether any criminal charges can be laid. The SPCA, on the other hand, has more tools at its disposal to prosecute animal welfare cases.
In the meantime, the SPCA will interview neighbours and anyone else who may have seen what happened to the pooch. Daigle said the SPCA will also perform unscheduled visits to the owners of the dog to ensure the animals are being treated humanely.
Despite the fact that the incident went viral, Daigle warned that the SPCA might not be able to get to the bottom of what happened to the canine.
“Maybe we’ll never know who took the dog,” he said.
