{"id":293452,"date":"2026-06-23T16:55:28","date_gmt":"2026-06-23T20:55:28","guid":{"rendered":"https:\/\/theequity.ca\/la-villa-james-shaw-abandonne-son-projet-de-50-unites-pour-une-option-plus-abordable\/"},"modified":"2026-06-23T16:55:28","modified_gmt":"2026-06-23T20:55:28","slug":"la-villa-james-shaw-abandonne-son-projet-de-50-unites-pour-une-option-plus-abordable","status":"publish","type":"post","link":"https:\/\/theequity.ca\/fr\/la-villa-james-shaw-abandonne-son-projet-de-50-unites-pour-une-option-plus-abordable\/","title":{"rendered":"La Villa James Shaw abandonne son projet de 50 unit\u00e9s pour une option plus abordable"},"content":{"rendered":"<p>Le conseil d&rsquo;administration \u0153uvrant \u00e0 la construction de la r\u00e9sidence autonome pour a\u00een\u00e9s Villa James Shaw \u00e0 Shawville retourne \u00e0 la case d\u00e9part apr\u00e8s avoir re\u00e7u les conclusions d&rsquo;un consultant financier qui a estim\u00e9 que la r\u00e9sidence de 50 unit\u00e9s qu&rsquo;il pr\u00e9voyait ne serait pas financi\u00e8rement viable.<\/p>\n<p>Le pr\u00e9sident du conseil, David Gillespie, a rejoint le groupe il y a plusieurs ann\u00e9es pour constater qu&rsquo;il n&rsquo;y avait aucun plan d&rsquo;affaires d\u00e9taillant comment la r\u00e9sidence paierait ses factures, y compris son hypoth\u00e8que, une fois construite.<\/p>\n<p>\u00ab Nous avions d\u00e9j\u00e0 investi de l&rsquo;argent dans un b\u00e2timent qui \u00e9tait propos\u00e9, alors avant d&rsquo;aller plus loin, nous devions valider si cela \u00e9tait faisable ou non \u00bb, a d\u00e9clar\u00e9 M. Gillespie.<\/p>\n<p>Le conseil a embauch\u00e9 un consultant financier, qui avait \u00e9galement r\u00e9cemment aid\u00e9 la R\u00e9sidence Meilleur de Chapeau \u00e0 traverser certaines difficult\u00e9s financi\u00e8res, afin d&rsquo;\u00e9laborer un plan d&rsquo;affaires.<\/p>\n<p>Les membres du conseil se sont r\u00e9unis le mois dernier pour discuter des orientations possibles du plan d&rsquo;affaires, moment auquel le consultant financier leur a dit que leur proposition actuelle pour un b\u00e2timent de 50 unit\u00e9s sur trois \u00e9tages ne serait pas financi\u00e8rement durable pour deux raisons.<\/p>\n<p>\u00ab L&rsquo;une est le co\u00fbt de construction lui-m\u00eame \u00bb, a d\u00e9clar\u00e9 M. Gillespie, notant que la hausse des co\u00fbts de construction due \u00e0 la COVID a forc\u00e9 le conseil \u00e0 reconsid\u00e9rer l&rsquo;ampleur du b\u00e2timent qu&rsquo;il pr\u00e9voyait.<\/p>\n<p>\u00ab Mais le principal probl\u00e8me n&rsquo;est pas tant le b\u00e2timent en soi que son exploitation par la suite&#8230; les co\u00fbts d&rsquo;entretien, l&rsquo;\u00e9lectricit\u00e9, vos co\u00fbts variables. S&rsquo;ils augmentent et que vous ne l&rsquo;avez pas pr\u00e9vu, c&rsquo;est l\u00e0 que beaucoup \u00e9chouent. \u00bb<\/p>\n<p>Combin\u00e9es, ces consid\u00e9rations ont men\u00e9 le conseil \u00e0 abandonner les plans architecturaux du b\u00e2timent, qui \u00e9taient achev\u00e9s \u00e0 environ 25 %.<\/p>\n<p>\u00ab Nous allons faire r\u00e9aliser cette \u00e9tude approfondie pour voir exactement quels sont nos besoins en termes d&rsquo;unit\u00e9s requises, quelle est la demande pour celles-ci, et nous devrons construire en cons\u00e9quence \u00bb, a-t-il dit, ajoutant qu&rsquo;il s&rsquo;agirait probablement d&rsquo;un b\u00e2timent de plain-pied pour \u00e9liminer le besoin d&rsquo;ascenseurs.<\/p>\n<p>Il a d\u00e9clar\u00e9 que pour r\u00e9duire les co\u00fbts d&rsquo;exploitation, la r\u00e9sidence n&rsquo;inclura plus de personnel de cuisine ni de caf\u00e9t\u00e9ria pour les r\u00e9sidents, mais que le conseil envisage d&rsquo;autres alternatives locales pour fournir des repas pr\u00e9par\u00e9s aux r\u00e9sidents qui ne veulent pas cuisiner.<\/p><div class=\"theeq-paragraph-10 theeq-entity-placement\" style=\"text-align: center;\" id=\"theeq-4009564233\"><div class=\"theeq-adlabel\">Advertisement<br><\/div><div id=\"theeq-2098519591\"><a data-no-instant=\"1\" href=\"https:\/\/lotodamedecoeur.ca?utm_source=website&#038;utm_medium=web_banner&#038;utm_campaign=3rd_edition&#038;utm_id=the_Equity_Journal&#038;utm_content=starting_march2026\" rel=\"noopener\" class=\"a2t-link\" target=\"_blank\" aria-label=\"Queen of Hearts Lottery\"><img src=\"https:\/\/theequity.ca\/wp-content\/uploads\/queen-of-hearts-banner.jpg\" alt=\"Queen of Hearts Lottery\"  srcset=\"https:\/\/theequity.ca\/wp-content\/uploads\/queen-of-hearts-banner.jpg 600w, https:\/\/theequity.ca\/wp-content\/uploads\/queen-of-hearts-banner-300x100.jpg 300w, https:\/\/theequity.ca\/wp-content\/uploads\/queen-of-hearts-banner-150x50.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" width=\"600\" height=\"200\"   \/><\/a><\/div><\/div>\n<p>\u00ab C&rsquo;est une communaut\u00e9 vieillissante, donc le besoin d&rsquo;une r\u00e9sidence pour a\u00een\u00e9s est tr\u00e8s \u00e9lev\u00e9. Nous savons qu&rsquo;il y a un besoin&#8230; <br \/>Maintenant, ce dont nous avons besoin, c&rsquo;est d'[adapter] le projet \u00e0 ces besoins. \u00bb<\/p>\n<p>Le vice-pr\u00e9sident du conseil et maire de Shawville, Bill McCleary, a d\u00e9clar\u00e9 que l&rsquo;enqu\u00eate originale men\u00e9e pour comprendre la demande du march\u00e9 n&rsquo;avait interrog\u00e9 que les quelque 180 personnes qui payaient d\u00e9j\u00e0 des frais d&rsquo;adh\u00e9sion au conseil.<\/p>\n<p>\u00ab C&rsquo;\u00e9tait donc un peu fauss\u00e9 \u00bb, a-t-il dit.<\/p>\n<p>Les fonds d&rsquo;une subvention provinciale du FRR 2 de la MRC, obtenue initialement en 2022 pour financer les \u00e9tudes d&rsquo;\u00e9valuation environnementale du b\u00e2timent, seront utilis\u00e9s pour mener l&rsquo;\u00e9tude.<\/p>\n<p>M. Gillespie a d\u00e9clar\u00e9 qu&rsquo;il s&rsquo;attend \u00e0 recevoir les r\u00e9sultats en septembre, lesquels serviront \u00e0 \u00e9laborer un plan d&rsquo;affaires.<\/p>\n<p><strong>Un retour \u00e0 la vision originale<\/strong><\/p>\n<p>M. McCleary fait partie du conseil depuis sa formation en 2014 et a d\u00e9clar\u00e9 que la nouvelle selon laquelle le plan de 50 unit\u00e9s n&rsquo;est pas r\u00e9alisable n&rsquo;est pas surprenante.<\/p>\n<p>\u00ab Le conseil d&rsquo;origine estimait que 20 \u00e0 30 unit\u00e9s \u00e9tait la bonne approche. Toutes les \u00e9tudes que nous avions faites \u00e0 l&rsquo;\u00e9poque le montraient \u00bb, a d\u00e9clar\u00e9 M. Gillespie. \u00ab Ils se sont fi\u00e9s au gestionnaire de projet ainsi qu&rsquo;aux subventions disponibles \u00e0 ce moment-l\u00e0. \u00bb<\/p>\n<p>M. McCleary a d\u00e9clar\u00e9 ne pas \u00eatre surpris d&rsquo;entendre les conclusions du consultant.<\/p>\n<p>\u00ab Nous n&rsquo;avons pas vraiment \u00e0 retourner \u00e0 la case d\u00e9part, nous devons revenir \u00e0 ce que nous voulions en premier lieu. C&rsquo;\u00e9tait plus un soulagement qu&rsquo;autre chose \u00bb, a-t-il dit.<\/p>\n<p>\u00ab Le projet qu&rsquo;ils ont essay\u00e9 de nous imposer aurait co\u00fbt\u00e9 20 ou 30 millions de dollars. M\u00eame si vous obteniez 80 % du financement, comment payeriez-vous le reste? Celui que nous envisageons maintenant pourrait \u00eatre un projet de cinq ou six millions de dollars. \u00bb<\/p>\n<p>M. McCleary a assur\u00e9 qu&rsquo;aucun don de la communaut\u00e9 n&rsquo;a \u00e9t\u00e9 utilis\u00e9 jusqu&rsquo;\u00e0 pr\u00e9sent.<\/p>\n<p>\u00ab Heureusement, nous n&rsquo;avons pas eu \u00e0 d\u00e9penser d&rsquo;argent provenant de dons. Tout ce que nous avons fait, nous avons pu obtenir des subventions du gouvernement du Qu\u00e9bec \u00bb, a-t-il dit.<\/p>\n<p>\u00ab Nous n&rsquo;avons pas dilapid\u00e9 les dons que les gens nous ont faits, et il y a toujours eu un accord selon lequel si le projet n&rsquo;allait pas de l&rsquo;avant, cet argent serait soit retourn\u00e9 aux personnes qui l&rsquo;ont donn\u00e9, soit elles pourraient dire de le donner \u00e0 une autre \u0153uvre de bienfaisance. \u00bb<\/p>\n<p>M. McCleary a d\u00e9clar\u00e9 que bien que le nombre de membres ait diminu\u00e9 en raison du manque d&rsquo;action sur ce projet, le conseil pr\u00e9voit de renoncer aux frais d&rsquo;adh\u00e9sion de 20 $ \u00e0 l&rsquo;avenir.<\/p>\n<p>M.
